Review Team

	Chair Professor James Calleja has been involved in vocational education and training since 2001. Before his appointment as Principal and CEO of the Malta College of Arts, Science and Technology in June 2018, Mr Calleja served as Director of the EU Agency CEDEFOP from 2013 to 2018. From 2011 to 2013 he was Permanent Secretary of the Ministry of Education and Employment in Malta. In 2005, he set up the Malta Qualifications Council where he served as Chief Executive up to December 2010. He is an Associate Professor and served as Council member of the University of Malta. Prof Calleja is a graduate of the Universities of Malta, Padua (Italy) and Bradford (UK) from where he obtained his Ph.D. Prof Calleja is Governing Board Member of the Hong Kong Council for Accreditation of Academic and Vocational Qualifications and CEDR London accredited commercial mediator. A prolific writer, Prof Calleja is the co-author of the first Malta Referencing Report of the Malta Qualifications Framework to the EQF and EHEA. He has participated in international events in various countries in Europe, North America, South-East Asia, Australia, Canada, Africa, South Africa, and Middle East and in the Mediterranean region.
	Coordinating Reviewer During the last fifteen years Mr Keith Brumfitt has worked as an international consultant for the European Commission, its agencies, and contractors. This includes providing expert advice to the ECVET and EQAVET networks; and supporting the European Network of Experts on graduate tracking in vocational and higher education. He is currently evaluating the French Centres of Vocational Excellence and is a Board member of an international body awarding vocational and higher education qualifications. Before working as a consultant, Keith was a senior manager in three national agencies in the UK - he was the Director of a Sector Skills Body; a National Manager in the government’s agency for teacher training, and the Principal Advisor for Vocational Qualifications in the government’s qualifications regulator. He has also taught in universities, vocational colleges, a young offenders’ centre and secondary schools.
	Dr Fionnuala Anderson worked in the Further Education and Training (FET) sector for more than 40 years. Her most recent post was Director of Further Education and Training in Dublin and Dún Laoghaire Education and Training Board (DDLETB). Prior to that, she held management positions in SOLAS/FÁS in a number of key operational and policy development areas. She attained a degree, masters and doctorate in Education and Training Management. Through both her career and professional development, she gained extensive knowledge and experience of FET. Her view of learning as a process during which knowledge and meaning is socially constructed, and the potential of learning for the empowerment of learners was a key driving force in her work and professional development, and shaped her particular interest in quality assurance, including teaching and learning. Fionnuala led the development, implementation and review of quality assurance in DDLETB and was Chair of an ETBI group shaping the development of quality assurance across all ETBs. She has been a panel member in the validation of programmes in the Higher Education and FET sector.
	Mr Micheál Stapleton has worked in the hospitality industry for over 35 years in various managerial roles up to General Manager level, Management Consultancy and Business Development positions. As well as working in business development, Micheál has been a business mentor with Fáilte Ireland. Micheál has a keen interest in people development and has worked with several third level institutions in Course Development and as External Examiner.
	Ms Bernadette Keenan is originally from Longford, now living in Sligo via Athlone and Carrick on Shannon.She joined the workforce after leaving certificate, having turning down a place in Art College in the UK. At the time she wanted to 'get to adulthood' and earn a wage ASAP. She has worked for various retail companies in management and training and eventually went onto self-employment with her. They were enjoyable and productive years, but she envied those with qualifications and felt she had more to give. After closing her business in 2018, she took the opportunity to return to education fulltime and completed Social Studies Level 5 in Sligo College of Further Education in Ballinode. She loved it, made new friends, gained new skills and confidence. She returned the following year and completed Community Development Level 6.During that year Bernadette completed a placement with the Alzheimer's Society of Ireland and felt really at home working with the older person, particularly regarding activities. She secured fulltime employment with ASI and continues to enjoy the role. In her spare time, Bernadette enjoys art & craft and a spot of DIY and gardening. She loves to read and catch up with family and friends. You could say her latest hobby is telling everyone how great returning to education has been!
	Mrs Pamela Carney is the Development Officer with Cavan County Local Development the Local Development Company for county Cavan. Pamela has implemented social inclusion programmes for over 20 years across county Cavan including the current Social Inclusion & Community Activation Programme (SICAP). SICAP’s objectives are to improve the quality of life of individuals and communities through the provision of lifelong learning supports, capacity building and labour market supports in partnership with community and state sector organisations. Furthering her extensive experience in Welfare Rights, Advocacy and Mediation Pamela has recently completed QQI Level 6 modules in Information, Advice and Advocacy Practice and Family Rights Advocacy and is currently undertaking a Social and Civil Information (Welfare Rights) course. Prior to their dissolution Pamela was a former Chairperson of County Cavan Citizens Information Service and a member of the Cavan Monaghan ETB Adult Education Board. She now holds membership on the new Regional Board, North Connaught and Ulster Citizens Information Service and the Cavan Monaghan ETB Further Education and Training Board. Recently Pamela has also been nominated to Board of Cavan Sports Partnership.
